Why do stores sell sexy clothes for little girls?

I have three daughters and we have a hard time finding clothes that are cute and fun, but still modest. The stores keep selling them, so someone is buying them. Who are these people who want to dress their daughters like little prostitutes?

I suspect that it is both the faults of consumer and marketers. Many of the minds behind the fashions seem to think that little girls are miniaturized teenagers or twenty-somethings and seem to design clothing that would be a pedophile's wet dream. On the other hand there are some parent who don't mind their 6-year-old looking like a Britney/Christina/Jessica midriff-baring clone. You can email your concerns to some of the stores in which you find the offending clothing, or boycott them altogether.

i already shop at hollister, aeropostale, and a&f. but i was wondering if anyone knew any good stores 4 13 year old girls, since im updating my wardrobe this weekend. (oh, and i shop in the juniors section, not the little girls section)
